The Bust quarter was created as a replacement to the Two Reales coin which contained about 25 cents worth of silver. During this period of time, Spanish colonial coins were widely circulated in the Americas. At first, the Two Reales coin continued to be popular and due to budget constraints, the Mint was not able to produce more coins. However, after a revamped design which reflected the eagle on the reverse suggesting power and strength, the quarter's popularity increased compared to the early quarters and the Two Reales.
