The Barber dime was a result of the Mint Act of 1890 which provided that coin designs be changed every 25 years. The dime, quarter and half dollar then became eligible for a design change in 1891. Originally, a competition was opened and presented to the top 10 sculptors in the U.S. during this period of time. However, after the sculptors presented a list of requirements to the Treasury including being compensated for their designs whether or not chosen, the competition was opened to the public. A panel of judges, including Charles E. Barber, a Mint engraver, concluded that none of the designs was suitable for the new coins. It was then decided that Charles Barber would create the design which is believed to be modeled after the Liberty on the Morgan dollar.
